Not in the Quran, but in the Hadith (sayings of the Prophet collected in the Sunnah). It says that everything that clouds the mind is forbidden (haram) [Abu Dawud, 3669]. Everything intoxicating and relaxing (muffatir) is forbidden [Abu Dawud, 3686]. Drugs fall well within this description. After all, everything harmful is forbidden (mudarr).
