The Fourth Republic, according to the 1946 constitution, was a parliamentary republic. The National Assembly controlled the government, and the ministers were appointed by the National Assembly. Then General de Gaulle came in, rewrote the Constitution, and created the Fifth Republic with a strong president, who could dissolve the National Assembly.
