Freedom of speech is a fiction. And it doesn't make any difference if the country is a democracy or an oligarchy.
Freedom of speech is only possible if the speakers are discussing a new diet, Angelina Jolie's divorce, or where to go on vacation: Egypt or Thailand. Neither oligarchy nor democracy will hinder the expression of opinions.
Personal development is not affected by such freedom of speech in any way. Because if a person is not a vegetable but a person, he will not discuss such topics.
