In countries with real democracies, no one has full power. Consequently, no one can take full responsibility for what happened. Here's, let's say, Trump. He went to the elections with a concrete program, which included a wall on the border. His political opponents in parliament prevented him from implementing this program. Well, who should be held criminally responsible? For what?
And where there is no democracy and the fullness of power is concentrated in one hand, these hands do not care what you stand for, they did not get full power to report to you, how to use it.
