It should. The gravitational constant is the universal physical constant. And the motion of the planets in the solar system is consistent with the fact that G is a constant, at least within it. If it turns out to be different in different parts of the universe, physicists will be very surprised. And whoever discovers this will undoubtedly receive the Nobel Prize.
